I'm not so sure that it is anomalous. model.inter contains bibl, which 
might very well be part of a seg. And I have no difficulty in thinking 
of inline lists or quotations being part of a narrative unit, a 
typographic line in drama, or some of the other things that we recommend 
using seg for.
