[tei-council] Another issue with @pattern

Cool. I've just created a RNG schema from the dev Roma, and @locus
appears not to exist. I'm happy to omit it for now, since the value will
always be "value" in my texts. But was that intentional? (Or is it just
that Roma hasn't been synched with SF yet?--in which case no urgency,
let's get everything else we need to do fixed first...)
