[tei-council] <salute>: why in model.divTop but not model.DivBottom?

Council folk (and Syd),

Please take a (or another) look at Hilde Bøe's question about loss of
flexibility for <salute> resulting from the move from P4 to P5:

The heart of her complaint is, "I have problems understanding why
<salute> is not a member of P5's model.divBottom, when it was a member
of divbot (the equivalent of model.divBottom) in P4?"

I have just spent some time trying to figure this out. The history goes
something like this:

1. earliest Sourceforge version of salute.xml (early 2005) has salute in

	tei.divtop, tei.divbottom

2. for a while, starting in late 2005 (r1053), salute is a member only
of model.divWrapper or variants thereof

3. finally, in Syd's August 2007 commit (r2936), salute becomes a member
of model.divTop only, based on Council discussion of the new divTopPart
/ divBottomPart system in July 2007. That situation persists.

I cannot find any *explicit* discussion of leaving <salute> out of
divBottom or divBottomPart. I suppose it may have been felt that at the
top of a document, a salutation often stands alone, whereas at the
bottom it is usually accompanied by other components (like <signed>),
and therefore should be inside a <closer>. But nobody ever actually said
so, that I can see.

Should this be filed as a SourceForge bug or feature request? Or should
we hold off on any changes to <salute> until the Correspondence SIG (or
somebody) makes larger recommendations on tagging of correspondence?
