[tei-council] Should we look into joining Google Summer of Code 2010?

I'd assume it would be on its merits; but if they had replied it might
have been nice to see what kind of issues they saw as being deficient so
as to not waste time proposing something they were interested in. But
they didn't, so there's no big deal.
