[tei-council] Should we look into joining Google Summer of Code 2010?

We did apply a few years ago and got rejected,
for what it's worth. Worth a try, but I would not
underestimate the amount of work that may be involved
in mentoring. I think we would have to be clear from the start
who is the designated mentor for each task.
