[tei-council] Draft minutes of Lyon meeting

All,

I have cleaned up the raw text of my notes from Lyon, and the edited
version is temporarily here:

I propose to translate it all to XML by Wednesday at the latest. In the
meantime, comments/corrections/expansions are welcome. Action items are
prefaced by "@Action".

There will be opportunity to correct the XML minutes later, of course,
so if you don't have time for a read-through at this stage, no problem.

One question: we agreed to implement the <punct> element, but I can't
remember just who was tasked with sharing a final set of
recommendations.
