[tei-council] xslt 2.0 and open office

a small follow-up: we talked about use of XSLT 2.0,
and OpenOffice was mentioned.

the  next release of OO, 3.1, will bundle
in Saxon and allow the filters to be rewritten
in XSLT 2.0. so thats another tick on the list.
