[tei-council] "Getting Started" additions

Thank you David. That's a substantial amount of background that you have 
added.

I have opened a page on the wiki where comments can be posted: 
http://wiki.tei-c.org/index.php/Getting_Started_Comments. We're still a 
long way from being finished, I'm afraid, but I would hope council 
members, and more especially those who volunteered to author document 
sections, would have the time to look at the draft sections that are 
there and think of improvements.

I'd hope Laurent leaves some space in the program where the volunteers 
can discuss our progress, perhaps over drinks before dinner on 
Thursday/Friday?
