[tei-council] the constraint element (long)

I would not support <desc> since it seems that descriptive prose are  
part of each constraint.

As a matter of fact, reading Sebastian's message, it occured to me  
that the element should rather be <constraints> or <constraintGrp>  
then <constraint>, since we would list there all applicable constraints.
