[tei-council] <rendition scheme="xslfo"> ???

I've been looking over Brett Zamir's feature request to add a @scope 
attribute on <rendition/> for CSS pseudo-elements. I would be inclined 
to label it "green" for go as it has a clear use case.

But I'm scratching my head a bit about the utility of allowing 
rendition/@scheme to take the value "xslfo". The Guidelines (2.3.4.1) 
give a very clear example of how <rendition scheme="css"> may be used. 
But as elements in the fo: namespace cannot be children of <rendition> 
(without customization), what was the thinking behind including XSL-FO 
here? How might one use it in practice?
