I have now understood how to tell XeTeX about linebreaking
continuous streams of CJK characters, so this is fixed

I have also located half a dozen extra places where
I had forgotten to surround I18N material with
tags on which to hang language information.
No, this isn't distraction therapy from looking at
where to place Schematron rules, its payback for
my hosts in Taiwan.
