Yes, TGVs are very reliable. And fast. Bear in mind though that the TGV 
station at Lyon airport is in no way connected with the TGV station at 
Lyon Part Dieu -- it's in the airport, which is a good 40 minute bus 
ride out of town.

wifi is pretty pervasive, though you may have to pay for it in some 
places. public phones are not so common these days.
