[tei-council] roma validating

I have changed the Roma at http://tei.oucs.ox.ac.uk/Roma/ to validate 
the ODD file when you try to make a schema. If anyone things this
may affect them, please give it a try. It is designed to deal with
the situation where people change the <content> element of an 
<elementSpec> and get in a mess.
