[tei-council] valDesc changes

I have reluctantly made some fixes to ODD, changing <valDesc>
to be allowed multiple times, and to be "translatable", ie have
a @version. This is because the French have been translating
them.

I suspect <valDesc> is a rather deprecated creature anyway,
but this seemed the least worst solution.
