[tei-council] Making absolutely bare a little more bare

I was actually creating instances of all available elements, but did  
not find a good way to illustrate labels, maybe:
                 <list>
                     <label>Main argument</label>
                     <item>The TEI can be very simple</item>
                     <label>Even better argument</label>
                     <item>The TEI is elegantly conceived</item>
                 </list>
