[tei-council] Roma development

Speaking for myself, I am often sitting on a plane or a train getting 
material ready for a talk about the wonders of TEI!

Also, the development cycle of editing odd source, running through roma, 
testing with a validating parser is a *lot* easier to do at a command 
line than via a web browser.
