[tei-council] Guidelines versions online (wrt date)

A general question (for all reftags) is do we need 1)? since 2) is  
just one instance of many, see:
http://www.tei-c.org/release/doc/tei-p5-doc/fr/html/ref-date.html

I would suggest to make disappear all occurances similar to 1)
