The only place on the website where I am ware there are some 
recommendations with URLs is the citation page:
http://www.tei-c.org/Guidelines/access.xml

This could certainly be enriched with notes on how to point to an 
element on the line James suggests, but in that case would the version 
number be enough to point to particular revisions?
