[tei-council] Requests 1925125 and 1933198

Thanks for this. I'd forgotten about the attribute index and was just 
lazily asking out loud.

It seems to be that orth and pron are red herrings, here-- at extent means 
something different in these cases and so should *not* be replaced with 
@quantity and @unit. The editLike elements that I can think of that 
ought to have @quantity, @unit, and @precision are <gap/>, <space/> and 
<damage>, but that's about it.
