[tei-council] Identification of TEI releases

to amswer just one of these for now

"tei" is everything in one bundle, whereas P5 contains the separate
components. This was as requested by Christian some time ago.

Maybe this was a bad idea and I should drop the "tei" one. Especially
since I failed to keep it up to date last time!
