[tei-council] Minutes posted; query about TOC

I have posted and linked the last teleconference minutes:

What is the magic trick to get the "Contents" list auto-generated 
between the <front> and <body> of one of these files? It worked for the 
last two sets of minutes that I posted, and I don't see any relevant 
structural difference between those files and tcm39.xml.
