[tei-council] documentation from Roma (was Re: Galway agenda)

If some of you could test http://tei.oucs.ox.ac.uk/Roma/, I
would be grateful.

What I have done is
 *  fix an error which meant that
    the formatting of the ODD reference documentation 
    was messed up
 * make links to TEI Guidelines work, albeit not entirely elegantly
 * made sure that the choice of  language for documentation is respected

With regard to the last: of course, if there
is no translated version, then the English has to be used.
Hence the mixture of bits and pieces. Until all the
translators come back with the missing bits filled in,
there is not much I can do.
