[tei-council] broken schemas in exemplars

David raised the issue of the TEI exemplars failing the
Roma Sanity Checker.

I'd like to get these sorted a.s.a.p.

for example, I propose to exclude the elements
imprint, tagUsage, namespace, rendition, handNote
from TEI Lite, because they are unreachable.

Good idea or bad idea?
