[tei-council] Styling of TEI <ident> in HTML Guidelines

I have added closed <valList>s for @type on <div>, <list> and <ident>
into the ODD which is used  to validate the Guidelines source. It
seems sensible to me to document our practice.

I took the opportunity to normalize some of the values
on <div> and <list>; e.g. I think preserving
   <div type="Faisal">
is possibly less than useful :-}
