Well, if it is the third form of language system (are speaking, writing, 
signing really the only three possible ways to communicate text?) then 
the benefit ("necessity" being a rather strict stipulation) is in not 
leaving out a real part of our potential user-base.

I suppose it could be argued that all language encoded in TEI must be 
written, at least in transcription, for the tags to be applied. (Unless 
we're talking about stand-off markup applied to audio data like the AMI 
Meeting Corpus.)
