That does seem to be a more verbose explanation than required to make a 
humanist understand the notation. Was that your point?

FWIW, isn't '10E10' (the first example) an incorrect expression in 
exponential notation? 10000000000 would be 1E10 and 100000000000 would 
be 1E11. (I'm not sure which is closer to C in cm/s. In fact, according 
to Wikipedia, neither of them is: 
<http://en.wikipedia.org/wiki/Speed_of_light>. 1E9 km/h would be close, 
as would 3E10 cm/s.)
