A big point of the <valItem> desc, as Syd says, is that
it appears in eg oXygen. But there we have no
markup of any kind, so we have to revert to
pure Unicode anyway.

I'm going to back all the way down the line on this,
and undo my changes and work around it in the
PDF process.

Don't ever accuse me of not being willing to do
a U-turn.....
