[tei-council] next council meeting: Ireland needs a reply

I did refer it to the board. The consensus is still developing, but one
proposal was to ask some members of council to begin arranging things
with the final form still briefly TBA.

Although I initially argued that it was premature given the proposed
reorganisation of council and our unavoidable delay in beginning a
formal search for replacing Christian while we wait for comment and then
to vote on the reorganisation, this point about Council needing a Spring
meeting does make a lot of sense, I suppose. A spring face to face might
be useful for finishing any agenda-setting that needs to be done, for
example. 

The only problem is that a meeting uses a lot of resources and
scheduling one before we have a TC chair means that we are committing
funds that he or she might have wished to use elsewhere or later for
something else.

That's the state of play at the moment. I'll try to have a board answer
by the beginning of next week.
