[tei-council] [tei-board] Preface updated

I think Syd's almost correct on this:

1) The Board Chair and Chair and CEO of the TEI are the same person
(article III.2): http://www.tei-c.org/Consortium/TEIby-A3.html

2) The Council consists of 12 members appointed/elected in the following
way (VI.2):
a) The Consortium Chair and at least one other member of the Council are
appointed by the Board.
b) The Board can appoint other Directors (i.e. members of the board) or
members (of the council) as it sees fit.
c) It appoints the chair of the TEI council
d) Any left over slots are filled by election

"members" in VI almost certainly means "members of the council": it is
defined at the top of the paragraph and then a distinction is made
throughout between "members" and "Directors," where "Directors" refers
to members of the board. It could be a little more consistent or clear,
but I think Syd's reading is right.

3) The Consortium Chair and Council chair can be the same person but
don't have to be.


Here's what I'd propose:

This edition is the first version to have benefitted from the close
overview and oversight of the ***TEI Technical Council, most of whose
members have been elected.**** The editors are therefore particularly
pleased to acknowledge with gratitude the hard work and dedication put
into this project by the Council over the last five years.

Since theoretically, the Board could appoint all members of the Council,
it is not an elected council, but rather a council most of members (as
it turns out) have been elected. As for the rest, I'd just drop the next
paragraph and go straight to the list: the intricacies of the bylaws
don't need to be in the Guidelines.
