Conal, I think you have mis-interpreted the phrase "algorithmically
and automatically" in CF (23.3). It means that the algorithm for a
particular encoding scheme can be applied by software without
requiring human intervention, not that the choice of which algorithm
from among those for lots of different encoding schemes can be
determined automatically.

So, e.g., here are two possible algorithms for converting the 
<dhq:called> element to vanilla TEI:

   auto
   ----
   <dhq:called> -> <tei:q>

   non-auto
   --------
   <dhq:called> -> ask user:
                   a) <tei:mentioned>
                   b) <tei:soCalled>

To me the second, were it the only available algorithm without loss
of information, would mean that DHQ is not conformable. (Because the
first is a possibility and no other elements are transformed to
<tei:q>, in truth DHQ might be conformable.)
