The idea being that the stylesheets that generate (say) HTML will
suppress <desc> and <gloss> with rend=not?

I'm certainly not fond of it, but nor do I have an abundance of
better suggestions. I gather the problem is that the XSLT does not
have easy access to the date a particular tagdoc was last updated,
right? You don't want to try parsing the Subversion-supplied $Date:
string with something like

 substring(substring-after(./preceding-sibling::comment(),'$Date: '),1,10)

then? (Where '.' is the <elementSpec> or whatever in question.)

Goes against my "processors should be able to delete all comments w/o
harm" mantra, and a bit unreliable, of course.
