[tei-council] eeek! example of equiv emits egregious error

I copied-and-pasted the example from the equiv tagdoc
(http://tei.oucs.ox.ac.uk/P5/Guidelines-web-beta/en/html/ref-equiv.html)
into an ODD file (I tried with one that had nothing other than the 4
required <moduleRef>s), the resulting schema is invalid. It has 2
declarations for rend= of <hi>.
