by that argument, we'd make a new release every time we fix
one typo in the Guidelines.

in what sense are either the Guidelines, or the formatting of them,
dynamic? The Guidelines are supposed to be stable for years to come;
and why should the formatting change, if we have done the job right?
Of course, events occur, but there seems no a priori reason for
