[tei-council] vote on NH -- results

I've no problem with this, for the record. My only concern
is that the NH tail does not wag the dog of the rest of the
guidelines. So if Dan takes it on to work over, that's fine.

I wish someone would comment on IM, by the way.
It's had no feedback at all yet since it was written.
