I've read through the current SVN NH again and my gut feelings are this:

1) The Guidelines P5 1.0 should have a discussion of overlapping 
hierarchies in some form, at very least to discuss the existing TEI ways of 
coping with these.
2) The section 21.3 'Boundary Marking with Empty Elements' should perhaps 
be removed and expanded into a separate whitepaper or similar.  Discussion 
of the various solutions not provided in so much detail in the P5 1.0 
version, instead they should be summarised similar in length to the way 
21.5 and 21.6.  The Whitepaper should be referenced whenever it becomes 
available.
3) Any amount of editing should be completed in the next two weeks, 
otherwise it should revert to its previous form and have a warning note 
that it will be updated at p5 1.1 added.

Time is running out quickly.
