[tei-council] vote on NH

I've now checked in Syd's latest version, and it is therefore visible 
from the same place as the rest of the Guidelines.

I won't do any work on it until the outcome of the vote by Council is 
clear. As I mentioned earlier, I've got plenty of other things to be 
getting on with!
