I would have some caution over this; yes, the Web Guidelines is a dynamic
creature which we can change, but we don't want to be seen to chop
and change all the time. I think we should discuss this after November 1st
in both Board and Council and come up with rules about how changes are made
(for example, we _could_ say that the guidelines web design should not 
change
until 1.1).
