[tei-council] Further update on PH

Interesting as it is to discuss whether <geo> is underspecified, I
really think we should stick to our agreed procedure,
and _not_ revisit areas like this. If someone finds a complete
and utter mistake in the specs, OK, we fix it; but the content
model of <geo> was decided  months ago with ample time to
review it.

Onwards and upwards.
