No.  surface/graphic is just short for surface/zone/graphic  where the 
zone's box is the same as that of the surface. So you might want to have 
other zone/graphics for the same surface.

surface/ graphic   -- graphic for the whole surface
  surface/zone/graphic  -- graphic for that zone
