[tei-council] rendition/rend proposal

Dear John,

I deduce from the minutes that your proposal has been approved and will 
be integrated in the guidelines.

Some comments below:
-'To describe the rendition of any given element in the text, the global 
rendition element points to one or more <rendition> elements.' --> did 
you mean 'the global rendition attribute points to one or more 
<rendition> elements.'
- I prefer 'scheme' to 'type'
- I don't know if a new attribute name has been chosen; @rendered 
instead of @rendition sounded good to me or may be @declRend or @defRend?
