It does not work with IDREFS. It only works with URLs.

You need to distinguish the graphic within the text from the graphic 
representing the text (or a part of it). In the forner case, you embed a 
<graphic> within ther <text>; in the latter, you still supply the 
<graphic> within a <facsimile>.
