[tei-council] <dimensions> reduex

Well, I thought we had already agreed to (c) at least with respect to
<dimensions>, and so have implemented it. However, this does leave us
with the question of what to do with <measureGrp> (which currently is
declared, but not used anywhere.)

Possibilities:

1. Abolish it.

2. Keep it (w/o text content) as a measure-like thing. May be useful
   for things like
     My neighbor has a <measureGrp>
        <measure type="diameter" unit="m" quantity="5.5">18 foot</measure>
        <measure unit="L" quantity="28800">7,600 gallon</measure>
     </measureGrp> pool

3. Keep it with a different name and w/ text content as a
measure-like thing. May be useful for things like
     My neighbor has a <measureSet>
        <measure type="diameter" unit="m" quantity="5.5">18</measure>
        by
        <measure type="height" unit="m" quantity="1.2">4</measure>,
        <measure unit="L" quantity="28800">7,600 gallon</measure>
     </measureSet> pool

I pretty much just reverted to what we had previously -- but will our
ODD to DTD transformation make legal DTDs out of c-2 and c-3?
