FWIW, the mechanism for using URIs to point into a graphic is to wrap
the image file in SVG. This permits pointing in very powerful ways
(e.g., to multiple subareas at once, to shapes other than rectangles;
even perhaps to multiple images at once, but I'm not sure of that),
but has the disadvantage that you need to go about using an SVG
wrapper. IIRC Council pretty much nixed this idea at or shortly after
our Kyoto meeting.
