While I think you're right, only the Chair can formally call for a
vote, I addressed the chair when I stated that "IMHO ... we need an
explicit vote to include this element in P5 or not.", and Christian
responded with what I take to be a vote in the affirmative.

I really can't imagine why we deferred checking a postscript element
into P5 in Berlin unless it was to subject the issue to an up-or-down
vote.

Well, "confused" is more the term I'd use than "worried" to describe
my state. Are you claiming that in the absence of an explicit vote on
it, I should go ahead and stick a postscript elment in anyway, after
Council has explicitly told me not to do so? I can't really wrap my
mind around that. Admittedly there was no vote about it in Berlin,
just murmur about the table, but still ...
