[tei-council] please see Language Identification update

This updating of RFC 3066 has turned out to be a bit of a chore. I
have checked in a new version of CH, which has a largely rewritten
section on language identification. (Should be available at
http://tei.oucs.ox.ac.uk/Guidelines/CH.html, I think, but that server
is giving me proxy errors now -- Sebastian, does it need another
kick? In the meantime you can see it at
http://bauman.zapto.org/~syd/temp/Guidelines-web/en/html/CH.html#CHSH.)

The output still looks a bit screwy for the fact that //list/head is
not getting processed (the output HTML just has an empty <p> with
class="listhead"). But besides that, I'd like people to take a look
at it and send to me or post any thoughts or suggestions. In
particular, I am wondering whether or not the Guidelines should
provide a pointer to the IANA registry itself.[1]
