[tei-council] <correction method="tags"> a little out-of-date?

Seems to me the value "tags" of the method= attribute of <correction>
is a bit outdated. 

 <attDef ident="method" usage="opt">
   <desc>indicates the method adopted to indicate corrections within the text.</desc>
   <valList type="closed">
     <valItem ident="silent">
       <desc>corrections have been made silently</desc>
     </valItem>
     <valItem ident="tags">
       <desc>corrections have been represented using editorial tags</desc>
     </valItem>
   </valList>
 </attDef>

Conservative proposal: add a gloss to the value that says "encoded"

Liberal proposal: change the value "tags" to the value "encoded" or
                  "markup", and change the description to read
                  "corrections have been marked up with editorial
                  encoding" or some such.
