[tei-council] Tite

I propose to declare Tite finished.

I have checked in
a revised version to the TEI Exemplars area, ready
for the next release. It has <equiv> records for all
the added elements, and an associated XSL stylesheet
which does the transformation from algorithmically-conformant
to directly-conformant (hence tite-acdc.xsl....).

Four points to note:

 a) <ornament> is declared to be <figure place="inline"><p>xxx</p></figure>.
   does any disagree

 b) this means adding a "place" attribute to <figure>, which Lou is now 
doing.

 c) <cols> is declared to be <milestone unit="cols" n="N"/>

 d) I told the prose to use @rend on ornament instead of @type
