Because witgroup overlaps, you can have subdivisions--I.e. I can be in a
group within a group. So a witness can still be in a larger group as
well as its own group.

The main thing here, as I remember, was to avoid the situation where you
end up with the following:

wit a
wit b
wit c
wit sigma (consensus of a,b,c)

this should now be:

witgroup/sigma|witgroup/wit a|wit b|wit c

You could get more complicated, of course and have things like

witgroup/sigma|witgroup/wit a|witgroup/wit b|wit c
