[tei-council] stoa comments on place proposals

Tom Elliott, of the Stoa project, has done us the honour of a careful 
read and makes several interesting comments on the current draft for 
encoding of placenames on the following web page:

(which is now linked to from the relevant trac item in our tracker)

We should look at these comments together with those from Arianna last 
week when deciding what the next step should be for these proposals.
