[tei-council] updated Guidelines

David just gently reminded me that it is not always convenient to
access the Guidelines on the web. If you want the whole HTML kit 'n
kaboodle on your laptop, grab it all once:

   http://bauman.zapto.org/~syd/temp/GLs.tgz

That tarball contains two directories; you'll find the useful bits 
are in:

    Guidelines/
    Guidelines-web/en/html/
    Guidelines-web/fr/html/

Again, I'll try to be updating that very freuqently until Monday
(next in < 1/2 hr I suspect) ... after that depends on internet
connectivity in Berlin :-)
